6 Call the land lord of the housing facilities you are interested in to inquire about the waiting list. Most times the contact information can be found on the website. 
7 The land lord will walk you through the qualification and paper work needs to participate in low income housing. Make sure to bring the information you found in step one with you.

What Reverse Mortgage Lenders Are Currently Looking for in Borrowers
The current requirements for a reverse mortgage are fairly straightforward. Lenders are looking for borrowers who are at least 62 years old, own their home, and have accumulated a substantial amount of equity in their home. The specific amount of equity borrowers need will depend on their age. However, to qualify, borrowers must have enough equity to repay their original mortgage loan with the proceeds of their new loan.
Reverse mortgage lenders are also looking for certain property types. To qualify for a loan, borrowers must own and reside in a single family home, two to four unit property, FHA-approved condominium, or an FHA-approved manufactured home. People who meet these requirements will typically qualify for a loan.
How Qualifications May Change in the Upcoming Year
While most lenders currently offer lenient eligibility requirements, these requirements will be changing very soon. Last October, the National Reverse mortgage lenders Lenders Association (NRMLA) encouraged reverse mortgage lenders to begin evaluating potential borrowers more carefully. Instead of approving seniors based on age and equity, NRMLA suggested that lenders also consider borrowers' income.
By evaluating borrowers' income, lenders would be more able to determine which borrowers could afford to maintain their loan. To keep the loan in good standing, borrowers are required to maintain the condition of their home, have homeowners insurance, and pay their property taxes. Borrowers that fail to do so will be forced to repay their loan early or face losing their home.
In mid-2012, the Department of Housing and Urban Development (HUD) is expected to release new underwriting guidelines. Instead of having the option to follow NRMLA's suggestions on how to underwrite loans, reverse mortgage lenders will be required to evaluate borrower's based on income. These new guidelines might also impose credit requirements on future borrowers. By imposing these guidelines, HUD is hoping to reduce the number of borrowers who end up defaulting on their loans.

In all probability, HUD's new guidelines will not be overly strict. These loans were originally designed to help senior homeowners, and they will continue to do so in the future. Still, these new guidelines might disqualify some seniors, especially those surviving on a limited income. To avoid being subject to additional underwriting, on-the-fence seniors will need to act soon. In the next few months, reverse mortgage lenders will no longer be approving borrowers based on their age, equity, and property type alone.

What is a Remodeling Grant?
This type of financing is a sum of money given by the government for the purposes of fixing up one's home. They are better than a loan because they do not need to be paid back. There are programs that provide home improvement grants for FHA-insured home and housing units. The Federal Housing Administration (FHA), an organization that works with the Department of Housing and Urban Development (HUD), insures over 34 million single and multi-family homes in the United States. These grants can be used to pay the costs of home improvements, renovations and repairs.
Housing Preservation Grants
The Housing Preservation Grant program is funded by the Department of Agriculture and provides grants for home improvements and repairs to eligible applicants in communities of less than 20,000 residents. These grants are open to homeowners, landlords and tenants, and to rental property owners and co-op managers whose housing units are occupied by low income residents. 
Sponsors for these grants include state and local government agencies as well as nonprofit organizations. Grants must be used within a two-year period by the recipients.

The Department of Housing and Urban Development sponsors the HOPE VI Program that provides grants to Public Housing Authorities (PHA) to make improvements to housing projects that are occupied by low income families.
Grants can be used to demolish old housing projects and improve existing ones in the PHA's effort to improve the living environment of the residents and build sustainable communities. Applicant eligibility is open only to PHA's.

Neighborhood Stabilization Program
The Neighborhood Stabilization Program provides grants to areas that have been hit by abandoned and foreclosed homes. Grants from this program can be used to demolish blighted structures and to rebuild, renovate and improve homes, housing units and other residential property and structures. 
Land banks are also established by grant funds. Cities and counties with over 50,000 and 200,000 residents, respectively, are eligible to receive grant funds. Twenty-five percent of the grant must be used to rehabilitate homes and housing units that will be occupied by low income residents.

The Veterans Administration has two grant programs for home repair funding for qualifying veterans with disabilities. The Specially Adapted Housing Grant and the Home Improvements and Structural Assistance program are offered through the U.S. Department of Veterans Affairs to help disabled veterans to remain in their homes.
The Grants
The Specially Adapted Housing Grant (SAH) provides up to $50,000 to veterans injured in service so they can create a home that is fully accessible. The Home Improvements and Structural Assistance (HISA) program offers home improvement and modification grants of $1,200 to $4,100 for veterans with service-related and non-service-related disabilities.
Function
The home repair grant funding is offered by the U.S. Department of Veterans Affairs to help disabled veterans live in the community of their choice, in the home of their choice. SAH has helped qualifying disabled veterans modify an existing home or build a new accessible home. HISA offers additional assistance. The primary function of these programs is to allow disabled vets to live as independently as possible.
Who Qualifies?
The Specially Adapted Housing Grant is available for veterans who were disabled permanently and totally as a result of activities during wartime service (100 percent service-related disability). The majority of veterans who qualify are confined to a wheelchair and require modifications to existing house plans for wheelchair access.
The Home Improvements and Structural Assistance program is open to a wider range of veterans and includes those veterans who are disabled as a result of non-service-related conditions. According to the Department of Veterans Affairs HISA program handbook, veterans can receive a $4,100 lifetime benefit for:
"(a) Service connected condition.
(b) Non-service connected condition of a veteran rated 50 percent or more service connected.
(c) Non-service connected condition of a veteran in receipt of 38 U.S.C. Section 1151 benefits.
and a $1,200 lifetime HISA benefit when necessary for treatment of a non-service connected condition of veterans who are:
(a) Rated less than 50 percent service connected.
(b) Discharged or released from active duty for a disability incurred or aggravated in the line
of duty.
(c) Former Prisoners of War, veterans of the Mexican Border period or World War I.
(d) Unable to defray the expenses of necessary care as determined under 38 U.S.C. Section 1722 (a), i.e., veterans who qualify through "means testing," as determined via Medical Care Cost Fund (MCCF).
(e) Eligible for benefits under 38 U.S.C. Section 1710(a)(2)(F) and (e), due to exposure to a toxic substance, radiation, or an environmental hazard."
Considerations
Under SAH terms, it must be medically feasible for the disabled veteran to live in the home for which the grant would be used. A change in the program in 2008 allows veterans to use this benefit up to three times. Previous guidelines restricted the grant to one time per veteran.
The HISA program does not cover major modifications that are generally covered by the SAH grant program. For instance, handrails installed in showers are covered under HISA, while widening a bathroom doorway is not. The qualifying veteran must have a prescription for the home modification from a physician to qualify for grant funding.
Misconceptions
Receiving grant money through the HISA and SAH programs is not difficult and does not require paid assistance. Some companies offer "grant assistance" for a fee to help disabled veterans to apply for Department of Veterans Affairs home repair grant funding, but these fees are never necessary. There are many grants for U.S. military veterans that can help with home improvements, home repairs, and structural modifications for disabled veterans. If you are or know of a veteran in need of assistance, it is important to be aware of the home improvement grants that are available.
Government
The U.S. Department of Veterans Affairs offers three grants for home modification and home improvement. Veteran Affairs Grants usually require that veterans have the loss of lower extremities, loss of vision, or severe burns. Some of the assistance amounts vary annually, based on allocation of spending. The Specially Adapted Housing (SAH) grant is for disabled veterans who need to construct a home or make modifications to an existing home. In 2008, the SAH Grant was limited to $60,000. The Special Housing Adaptation (SHA) grant is to adapt a home to help a veteran become mobile. 
If the veteran will live with a family member, temporary grants are also available. SHA grants are limited to $12,000. Home Improvement and Structural Alteration (HISA) grants are focused on home improvements, disability access, and lavatories. HISA grants vary depending on the veteran's amount of service, and range from $1,200 to $4,100.
State Government
Grants awarded through the state government cover the construction or renovation of housing facilities for veterans. Individual veterans are not awarded such grants unless they operate such a facility. Priority consideration is offered and the grant is awarded once per fiscal year. Approximately $175 million is awarded through 20 grants each year, although the number of awards is dictated by funding from the federal government.
Private Foundations

To qualify for grants, it is important to make sure that the modifications you need are covered under the program guidelines, which may change annually depending on funding and changes in the law. Government grants, such as those available through the Veterans Administration, may require that a physician approve the specific modifications to your home in order for them to be covered. 
Be aware that some grants may only cover part of the total costs, and will require the homeowner to make up the difference, perhaps as a loan offered through the grant program. Review all documentation to determine the interest rate, if applicable, and how many years you have to pay back the loan portion of the funding.

The Department of Housing and Urban Development (HUD) sponsors grants to finance home renovations and repairs projects. These grants can cover land and infrastructure acquisitions and equipment and supply purchases. Grants funds can also pay for administrative and labor costs. Main Street Grants
The Main Street program sponsors grants to renovate and repair homes and buildings in eligible community’s "historical districts." These grants can also be used to convert unused office buildings into affordable housing units for rent. Grants cannot be used for renovated habitable homes. Communities with less than 50,000 residents and 100 public housing units are qualified to apply for these grants.
Neighborhood Stabilization Program
The Neighborhood Stabilization Program (NSP) provides grants to construct, renovate and improve residential homes and housing units in eligible communities. NSP funds can also go to demolishing blighted structures, redeveloping vacant areas and establishing land banks to prevent foreclosures. Nonprofit organizations and state and local government agencies are eligible to apply. Self-Help Homeownership Program
The Self-Help Homeownership Program (SHOP) provides grants for land acquisitions, construction and/or renovation of homes. As part of the grant agreement, SHOP requires homebuyers to help during the construction phase of their homes by volunteering physical labor, or sweat equity. Eligible applicants include regional and national nonprofit organizations that have experience working with SHOP. A variety of programs are available to first time home buyers in Florida from the state and federal government as well as private agencies. Most programs have income limits and other criteria that applicants must meet. The programs are designed to encourage home ownership in Florida and extend the opportunity to as many citizens as possible.
First Time Homebuyer Program
The Florida First Time Homebuyer program makes a first home attainable. The first time homebuyer program (FTHB) provides loans at fixed interest rates through participating lenders. The loans are guaranteed by the state increasing the buyer's ability to obtain a mortgage. Applicants must complete a home buyer education class and have a FICO score of 600 or higher. There are income eligibility requirements, for example, in Seminole County. A family of four cannot have a combined income higher than $84,000 and cannot purchase a home for more than $377,791. The Florida Housing Finance Corporation has more information. Contact a lender such as a local bank or mortgage company to apply.
Downpayment Assistance
Two down payment assistance programs are available in Florida through the State Housing Initiatives Partnership (SHIP) which has offices in all 67 counties. Florida Assist is a zero percent loan of up to $10,000 toward down payment and closing costs. The loan does not have to be repaid until the home is sold or the mortgage is paid off. There are income eligibility requirements for this program. Home ownership Assistance for Moderate Income (HAMI) provides up to $5,000 toward down payment and closing costs at five percent interest. This program assists those whose income exceeds the requirement for Florida Assist.
Florida Homebuyer Opportunity Program (FL HOP)
Florida offers an advance on the federal tax credit to help home buyers. The FL HOP program offers Florida home buyers an advance on the $8,000 first time home buyers tax credit offered by the federal government as part of the American Recovery and Reinvestment Act of 2009. The program has the same eligibility requirements as the federal program. FL HOP will provide $8,000 in purchase assistance to successful applicants and the money must be paid back when the applicant receives the federal tax credit. The program is administered through the State Housing Initiatives Partnership (SHIP) which has offices in all 67 counties.
Habitat For Humanity
Habitat For Humanity is a Christian non-profit organization dedicated to assisting low income families become home owners. Habitat uses volunteer labor and donations to build or rehab houses, then offers them with zero interest mortgages. Average mortgage payments are from $350 to $550. Applicants must contribute $1,500 toward the cost and spend 500 hours working on Habitat housing projects as well as meet minimum and maximum income guidelines. A complete list of program requirements is available through a local Habitat For Humanity affiliate. There are 64 affiliates in Florida.
Homeownership Voucher Program
The Homeownership Voucher Program allows low income families currently using the Housing Choice Voucher program toward rent to apply the voucher toward buying a first home. The house must pass an inspection by the Public Housing Authority; the family must meet minimum income requirements and all family members must be first-time home buyers. One adult family member must be employed full-time for a year to qualify and the family must complete a home ownership and housing counseling program. This program is administered by the local PHA and may not be offered by all of them with one exception, the program must be made available to the disabled. There may be a waiting list for this program.

Sophisticated scam artists present their "service" for getting a homeowner's grant for free in any possible medium for you to see accompanied by an attractive call for action from you for more information. Others are more audacious and blatantly call you with an offer without warning.
"Because you pay your income taxes on time, you have been awarded a $12,500 homeowners grant! To get your grant, simply give us your checking account information, and we will direct-deposit the grant into your bank account!"
For those of you who thought this might be the answer to your prayers - sorry, it is not. Most grant programs do not get advertised to start off with and the organisations dealing with awarding grants in a complete honest and legitimate way are swamped with applications with more to turn down than they can approve. So let us see what are the facts regarding a homeowner's grant. Homeowners who qualify for this grant receive a cheque once a year. And it is not possible to pick the amount of the grant at random as you think would be comfortable for you. None of us would say no if it could work that way. A homeowner's grant is a county funded program that provides assistance to low and medium income homeowners in the form of a cheque. Cheques are issued to homeowners once a year. Only homeowners who are within the income and asset limits and who occupies the house as their sole residence need to apply by submitting a completed application with proof of income attached.
The combined incomes of all the members of the household are taking into consideration as well as the combined assets of the homeowner and his/her relatives (direct or married to) residing in the house. The combined income of the household are not to exceed $77 000 and the value of the household's assets are not to exceed $340 000. This value excludes the residence and one motor vehicle. Retirement provision accounts are considered as an asset for the homeowners grants program.
Eligible homeowners who's combined household income does not exceed $55 000 and combined assets are not more than $240 000 can expect to receive $600 and an additional $75 for each dependent.
$300 and an additional $75 for each dependent should the household income is not more than $55 000 and assets are between $240 000 and $340 000.
Where the income is more than $55 000 but less than $77 000 and assets are valued less than $340 000, the grant can be expected to be $300 plus an additional $75 per dependent.

About CCR and SAM

What is SAM?
The System for Award Management (SAM) is a free web-site which consolidates Federal procurement systems and the Catalog of Federal Domestic Assistance.

What happened to CCR? 
On July 30, 2012, the Central Contractor Registration (CCR), FedReg, ORCA and EPLS were migrated into the System for Award Management (SAM).

Why should I Register with SAM?
Grants.gov will actively reject submissions from organizations without current SAM registration.  Per 2 CFR Part 25, all grant applicants must have current SAM status at the time of application and throughout the duration of any Federal award. In addition, registering with SAM will allow you to access the full functionality of the SAM system.

How do I register with SAM?
You can register with SAM at http://www.sam.gov. You only need your personal information to create an account on SAM.

I was registered with CCR, do I need to register with SAM?
If you were already registered with CCR, you don’t need to do anything now. If your record was scheduled to expire between July 16, 2012 and October 15, 2012, CCR/SAM is extending your expiration date by 90 days. You will receive an e-mail notification from CCR when your expiration date is extended. You will then receive standard e-mail reminders to update your record based on this newexpiration date. Those future e-mail notifications will come from SAM.

What if my CCR/SAM registration has expired?
Grants.gov will actively reject submissions from organizations with expired CCR registration. If your SAM registration is expired and you attempt to submit an application, you will receive a rejection email indicating that your SAM account is expired. Your organization will be required to go to SAM and renew the registration.
 
How can I check my CCR/SAM registration status?
Applicants should verify their SAM status and renew registration if needed. You can check your SAM status at SAM.gov.

Who should I contact if Grants.gov rejected my grant application because of problems with my SAM account?
Grants.gov has no control over your CCR or SAM account. You must contact SAM.gov to ensure that your SAM registration is current. You may also contact the grantor if you believe that you were unable to meet the application deadline due to a problem caused by SAM.gov.
